Failed to start game: updating community mods files

anytime i try to start a single player game i get this error and i am sent back to the main menu.
Uninstalling all my mods has done nothing
--nomods has done nothing
verifying cache and reinstalling has done nothing.
My firewall is allowing access to the game.
I was able to play the game just fine before.
System specs:
windows 10
i7-6700K CPU
16gb ram
nvidia 1060
