At some point unit hoarding will overwhelm the CPU running your server causing time dilation in the sim.
The AI also uses significantly more CPU then a real player.
Next generation CPUs will help significantly with multi-threaded local servers. ie AMD threadripper, Intel i9, etc.
What are your specs?

If playing offline, make sure you have multi-threading enabled.

Ryzen 9 but what model? I'm not very familiar with AMD hardware but there were several generations of Ryzen 9 CPUs.
Go to the game settings and make sure that local server is enabled and that the local server multithreading is enabled too. Quit all programs that are using the CPU.
Oh, and try this: start the game, alt tab out of the game, open Task Manager, find server.exe, and set its task priority to High. Don't do Real Time though, that may have adverse effects.
