Normal difficulty is only marginally better than "Idle". You could say the difference is negligible, sure stuff is moving on normal, but thats about it.
It was lobotomized because oh so many people have been complaining it was too hard.
I would suggest to play on at least Relentless, or to get the Queller AI mod. If you are playing Galactic War though, it may be that mods dont work or break the game.
In a game where everything is about expansions and conquering being late is being dead.
i simply spent 10 minutes turtling until the AI attacked.
also why the ai tends to go a bit overboard once it gets a planet on its own to use.
