No, Titans was an expansion that added several units to the original faction, the MLA. Machine Liberation Army.
The MLA itself is canonically split into 4 factions, Legonis Machina, Foundation, Synchronous and Revenants, but this lore only really exists in Galactic War.

MLA vs Legion -
I personally prefer MLA, even though the Legion is definitely more effective. Especially in long games.

I personally like Legion better, but that's not to say I wouldn't be all over the novelty of MLA if that were the secondary faction. Legion units hit harder, and many are geared towards overwhelming power, with four that produce squalls of minion-type units indefinetly. It depends on play style, but I personally think Legion has a more dynamic style.
