Server using wrong ports, ignoring --port setting.
I'm trying to run a dedicated server, I noticed that port forwarding port 20545 on my local firewall did NOT allow me to open the server locally; disabling the firewall completely however did, indicating that the server is using another port.

I tried running the server with --port 20545 as a setting, but it had no effect. Now disabling the firewall to access the game is all well and good maybe, but disabling the router firewall to make the game publicly available would be another thing entirely. I'd rather not do that.

How can I force the server to use the appropriate port?

These were my launch settings for the server.

./server --allow-lan --enable-crash-reporting --game-mode PAExpansion1:lobby --server-name prump --mt-enabled --max-players 12 --max-spectators 2 --gameover-timeout 120 --headless --port 20545

The connect buttons mod works to connect with the server without disabling my local firewall; But not the main issue which is that nobody can join the server if I set it to public. (Have not been able to test if it works to connect for a friend, but either way the solution is less than ideal for playing with friends; especially since I don't have the option to also play with strangers)

Edit: It works, to play with friends, but not with strangers unless I invite them from the community chat, but sharing my public ip address through that doesn't seem too smart.

Perhaps I'm misunderstanding, but your server will not be visible in the games browser of PA. That functionality was removed when the EU's GDPR went into effect.

What do you mean? You're telling me the game's multiplayer is crippled because of EU's GDPR? It doesn't seem to have anything to do with this at all...

To my knowledge, the game has never natively supported private servers displayed in the games browser. They were only displayed in the games browser due to a mod developed by a talented community player.

I'm TOTALLY SPECULATING here, but since neither the company nor the mod developer can be assured that third parties (such as yourself) are GDPR compliant, they may feel that it is a risk too big to take. The fines are huge and neither can withstand even a hint of a lawsuit.

I certainly wouldn't if I were in their shoes.

You already answered your own question. Being visible in the lobby with a self hosted server means just that, sharing your public IP address with the world.
