Why can i make a game on US central but not EUWest? Servers down or something?

Yes, there are problems with the servers.

does that include the system sharing servers?

past 3 days only status i can find is in game "the system sharing servers are offline."

Yes, there are problems with the servers.

Yes - I can verify there are problems with the servers ? On 1v1 ranked you can't see any replays ("Region at Capacity") and matching making fails 90% of the time.

any time i try to create a multiplayer game it tells me that the "region is at full capacity"

I got a problem with connecting too: Once an opponent is found and I press "Accept", there's an error message saying, there's a server matchmaking fault.
