Unlocking Commanders in PA:Titans

Was wondering how to unlock the different commanders that are locked that have special perks when you start a GW game. There is one for speed, that improves commander walk speed as a passive perk to start with.

I've found that one midgame, and finished the Galactic War with that perk in my slot, and my commander was moving faster.

When I started a new game, it was still locked, even though I won the galactic war with it on my Items slot on the bottom.

Two completely different things. The performance buff for the BACON Commander loadout is vastly larger than what the the tech card grants you. If you do not want to use the mod that unlocks all of the loadouts, then check out this article that discusses what it takes to unlock them yourself:
