Report a translation problem
Click the alliances tab after you drop the list. It's been a while since I played with dynamic alliances, but iirc there are columns that show requests received, accepted, sent and an icon to break an alliance.
Are you playing with other people or with AI?
AI factions cannot offer/receive/accept alliances. It's a feature that is only functional when playing online.
Players will tend to ally with players that they know are strongest, have the quickest access to resources, or are in a position where fighting amongst themselves would make victory impossible while other factions just wait for them to destroy each other.
The AI doesn't really understand any of this and would not be able to make similarly intelligent/cunning decisions.
True, but I compare to Age of Empires or Rise of Nations where such things were possible, and they're older games. However the AI wasn't that smart for sure, but that doesn't really matter. It was great fun.
The closest you can get is set up permanent alliances by changing from Free For All mode to Team Armies and adding AI's to your team
Most of us don't play with dynamic alliances as enemies can see each other if they have a friend in common.
eg you might request an alliance with a player because they have an alliance with another player you want to attack.
Once I fix that I think we'll see more dynamic alliances again.
