I got vsync on, don't see how that'd help anyway. Just got drafted and not trying to have ♥♥♥♥ get skipped.

No it's don't help, only 2K can fix this with patches

It had to do with the framerate. If your framerate is higher than 60fps, your cutscenes will be speed up. V-sync lock your framerate at 60fps and fix it.

I've been locked at 60FPS since I first launched the game, still nothing. Still getting randomly quick cutscenes that don't finish the voiceover.

I've read turning on v-sync & turning off dynamic v-sync and locking at 60hz refresh rate fixes it, but I didn't try it myself...I really don't want to play at 60hz.

This and game crashes/phone doesn't scroll when checking and replying to your messages in MyCareer.

I am having the exact same issue.
Tried with v-sync and dynamic v-sync on/off and disabling with no impact.
The game itself runs fine but all the cutscenes are visually fast forwarded like 2x3 times the normal way meaning that the cutscene ends while they're still talking and interupting them

Is your monitor running at 120/144hz?

I had the same issue. Turning back on V Sync and playing the game in windowed was the only fix I could find for that glitch as well as the fast forwarding video issue. Helps most, just not everyone.

The fast cutscene and phone issues are both fixed (at least for nvidia cards with 144hz gsync displays) by going into nvidia control panel and setting the "preferred refresh rate" setting to "application controlled." You will also need to set the refresh to 60hz in game with v-sync on. I would recommend changing the nvidia setting for 2k17 only so it doesn't mess up other games. It's stupid having to run at 60hz with vsync when you have a nice smooth 144hz gsync rig, but at least the game works this way. Lets just hope 2K remembers it has PC players at some point.

Finally got it fixed on my pc. running sli 2x geforce GTX titan X.
I went into user/appdata/roaming/2k sports/nba2k17 and deleted VideoSettings.cfg. Then booted up game again setting all settings to max and locking V-SYNC and a refresh rate on 59.9 however the textfile stated another value so changed it manually to 59.9 and saved file and now cutscenes play normally.

Edit. I actually toggled the FPS counter on from steam settings and could see that it played with 60 fps all untill cutscenes where it went up to 150+ and then back to 60 again after cutscene ended before the fix. now it states 60 fps during game and cutscenes
