NBA2K17 Explorer (NLSC) gone?

Greg's tool from the NLSC page seems to be gone, the link is dead and I can't register on their site (not getting confirmation email) to ask anyone there. Strangely there are no posts there about it being gone. I just got back to 2k17 because 18 sucks so I need it once again. Does anybody know anything about this?
