Depends on the Hardware, if you have some WD Green HDD then you probably load a lot less than consoles or people with some WD Blue or Black HDD and since most complete PCs get sold with crap HDDs and people think that HDDs don't play a role (it's all about the CPU and GPU!) the loading times can be worse.
But overall, even with a mediocre PC you get the same graphic quality as the console with a possible higher frame rate (since PS3/XBoxOne are usually capped at 30 fps)
Just be sure you got friends to play with. Playing with randoms on PS4 is a headache... they're even worse than PC randoms. :\
And you'll wait forever for somebody to join you, also more "me me" players in there
