From what I understand, you're experiencing issues downloading Community Creations in WWE 2K16 on PC. I have actually experienced this issue myself before, so allow me to assist you with this!
If you are trying to use a manual back-up save file because the game save file has become corrupted, make sure you backed up the ENTIRE save folder & not just the "remote" sub-folder. You have to back-up the entire save folder (385730). Here is a step by step walk through of how to use the back-up files if your game save files have gone corrupted.
Assuming you have backed up your whole ..\Steam\userdata<SteamUserID>\385730 folder (not just the remote directory), Try the following:
Put Steam in offline mode.
Shut Steam off after it has done loading in offline mode.
Delete your corrupt 385730 directory from the ..\Steam\userdata<SteamUserID>\385730 folder.
Copy the backup save there afterwards.
Start Steam/the game in offline mode.
If the save works then (which it hopefully will), save the game (change a brand of a superstar in MyWWE, for example) .This will make the date of your local save newer than the steam cloud one, which is what steam checks.
Exit the game.
Switch steam to online mode.
After Steam has done restarting and is online again, start the game again.
You should now receive a prompt which save files to keep.
Choose to keep/upload the save from your local computer (not the one in the cloud!).
The local save will then be uploaded to the Steam cloud and replace the faulty save there.
If you are like me & don't have Steam cloud activated then don't worry, this still works only thing you will not be asked what save file you want to use since you won't have a save file for the game in the Steam cloud.
(Note: In your STEAM-folder is a folder "userdata" there should be a folder containing numbers (your steam-id), in that folder is a folder "385730". If not, it's possible that it was saved at a different location, you can check; C > Users > {yourUserName} >AppData> Roaming> Steam>{steamUserName}>385730.)

I bought this game because they deserevd it..i just hope this issue gets fixed because i want to create my friend in game so we can have a one on one
