Steel hammer

So I understand that I need to do dungeon to get the hammers but I can't figure out where to get the steel hammer. i've already got the silver and the gold hammer, so which dungeon gives the steel hammer? Game really needs hints so that you know where to progress so this doesn't happen. I even got the iron hammer way before the bronze one...

Each dungeon have a number of skulls on the entrance that indicate the "tier" of the dungeon.
But yeah, it's not necessarily obvious :)
