Wait wut??? What is the folder "kpData"?! I never have that folder, and don't have now. I'll try delete and re-instal game, but its didn't help...
Actually, I check my user rights, and there all ok. I have them, give all priveleges.

Something on your computer block the game :

Try first to launch the game as administrator , check this link (number 7) http://www.agamerstutorials.com/2017/12/21/fix-steam-games-not-launching/

If it's change nothing, disable your antivirus temporary (if you have one), desinstall the game and re-download it but try to install the game into a different/new folder (instead /planet centauri use planet centauri2 for example)

I'll try to make another name or folder Steam, but can't, cuz Steam don't let me do that. And game ustalled with her standart folder and name.

Oh, finally. Worked, just was need delete a folder in Documents. Thank you for help
