In fact both yours and the developers statement are correct.
If a developer paid the fee or got through Greenlight with his product it stays here until the contract between the developer / publisher and Valve gets lifted for what ever reason. Such reasons can be:
  1. The publisher says they want to terminate the product
  2. Licences are running out
  3. The product seemingly breaks any laws
  4. Valve decides that the content is nothing they want to see on Steam

"Broken games" are not always broken games. If a game is malfunctioning but still running it is just a bad / unfinished product. However if the product gets reported the only thing that happens is basically Valve contacting the developers and talking about their plans on that game. As long as the devloper does not say otherwise Valve implies that there is still developement or at least plans of developments ongoing so there is no reason to tear it down. No one is FORCED to buy anything here on Steam. You are entirely free to negatively review the product and tell your friends to boycott it until it is finished - or entirely if you wish that way.

The "Early Access" tag - even if it is there for about five years - gives out right away that this is an unfinished product. I mean it literally stands that in the description...

If you folks buy them you silently agree to the fact that you are buying something that is not finished and even may not be finished at all. So in fact you should not have like ANY right to complain about this fact at all.

Back to the removal of games...
If the developer has the wish to finish this product some day they have all rights to keep it up for further funding. Again no one is forced to buy a product. Most developers handle it like WB did with Arkham Knight when they pulled it because of a lot of memory leaks and other performance issues to bring it back up when it is finished. Both strategies are totally legit.

No publisher is forced to act on spoiled kids not understanding how development or marketing works. Game development either from scratch or with working open source game engines such as Unity or Unreal and even with RPG Maker or other templating tools is a hard and exhausting task to do. No matter if its you alone or a collaboration or even a business. And spoiled kids crying over their stupidity that they bought an unfinished product even though there was a fat blue shiny box slapping it in their faces are not helping at all.

So yeah. You want this product to be taken down? Then boycott it and prevent others from buying it. You still want to support it? Good then do it the other way around. Either way this product has all rights to stay here on Steam. It obviously stands that it is unfinished and reviews are telling that too so everyone who buys it at this state does that either for support or collection issues and none of you people are in the positions to decide what is allowed on Steam or not.

That is nice and all that. However, this game does not function. It has not functioned since release. It was unplayable with servers up. But servers are no longer up. This was advertised as an MMO. It now exists with names attached to shame the people that allegedly scammed this guy.

The only scammer is SaltyAF.

People would crap on this Vaporware in the reviews, then he would threaten to sue them like some 12 year old that doesn't know how the world works. It was kind of hilarious.

You're wasting your time. Either I'll come back around and finish this game with reliable programmers, or I won't. Either way, I'm busy right now.

I never got no bloody refund, Getting regular messages saying how well it was going etc, You should be ban from ever releasing a game on Steam again. Take the fkin game off steam ya plank.

I lost money too. I tought it was a really good idea but the game never progressed further then you login in and not being able to do anything at all. Right now the price is 22 euro? Like wtf? Its probably still doesnt work it has been in beta for 5 years now?

This game is the biggest scam on steam. Steam should be ashamed it keeps games like this on its platform. I love steam but this is truly despicable.
