They never paid for MDK 3 all this time. People from the devs keep coming with the idea of MDK 3 but Interplay deny that as many times as they ask to make it happen. The Fallout series, which approximately 10 times more expensive happened, unlike the sequel of MDK 2, for the reason of MDK 2's income for the company was not enough for another episode at financial aspects. Or at least this was the explanation for not having MDK 3. That's so sad.
But anyway Interplay was only published and IP owner, the games were developed by Shiny and Bioware. I believe only they could make a proper sequel.

Well, I think the owner is still the same. But even if the owner is new, I don't think they could make MDK 3 for just our beautiful eyes. Those games need serious support. As you can read it on Wikipedia, no Shiny, nor Bioware is able to make MDK 3 as the publisher, Interplay has the rights for the game itself and Interplay is the one keeps denying the game's idea as a whole.
