I really have no clue how to fix it
they sell a game in this 'state' because the game is in the same state as when it first released. operating systems change and they lose the ability to play older games as perfectly as they used to. blame Microsoft for that. the oldest Windows OS that steam officially supports these days is 7, and MDK2 still works perfectly on 7, not to mention that Windows 10 didn't exist when this game was put on Steam, they couldn't have predicted that Microsoft was going to break their OS and make certain old games incompatible. what should they do, take this game off Steam because a lot of Windows 10 users can't play it? a lot of people are giving this game positive reviews, so a lot of people are apparently playing it somehow these days. sadly i do not know the fix, or know to what lengths you've researched the issue, but sadly it is most likely a problem with Windows, or maybe even your graphics driver
(even the gog MDK2 page says on the bottom: "Please be advised that Windows 10 operating system will receive frequent hardware driver and software updates following its release; this may affect game compatibility")
the gog version probably does work better, which is to say that it's probably the exact same game as the steam version, they just include some simple software to make it work that you could just download off the internet and use yourself on the steam version to make it work better. i can't know for sure as i don't have access to the gog version, but i'd imagine they'd include some DirectX wrapper software to convert old DirectX calls to modern DirectX, one software that i use for such a purpose is dgvoodoo, but again, i'm not totally certain if this will fix your particular issue, but it's the best solution i know of, as well as updating your graphics driver just to be safe.
i wish i could see some screenshots of how your game looks
