Choose zanzarah profile, click on frame rate limiter, choose a cap(60 fps for example) apply changes, and run the game. Nvidia spector wont need to remain oepned for changes to apply. This video i found on youtube expalins how to do all that: https://www.youtube.com/watch?v=pH9D__g1yqs
I am not skiled enough to do that but maybe its possible to create some sort of config file to do that too?(question for the devs)
If AMD users have the same problem they could try activting vertical synchronization (v-sync) aswell and see if it helps.
I haven't found a solution against the low fps in the options menu and in the game, though.
