Anyway, for anyone having the issue, fully close Steam then open it from the directory.
I tried renaming the file 'steam_api.dll' to something else and was able to then launcher the game through Steam. So it looks like it is a Steamworks handling issue.
Though because of that, I highly doubt steam features will work.
Steam Overlay should still work (as it isn't actually from the Steam API). But I doubt achievements and statistics will work, as these are. Anyway, until the devs fix the issue, we'll have to live with that.

1. Right-click the game in your Steam library and go to Properties.
2. In the new window, go to the Local files tab and click the button labeled 'Browse local files...'.
3. In the folder that opens you should see a file 'steam_api.dll'. Rename it to anything else, such as 'steam_apiBROKEN.dll', but it can be anything.

I figured that too. I tried dying in-game for the first achievement just in case, but to no avail. Hopefully there is a fix soon.
Also steam can count hours too.
