Annoying Random Mobs on World Map
The Game is facinating me even after years...but by God i fkin Hate travel through the Map and klicking those Random Mobs away...im triyin get to Bunker Gamma...since two fkin Days...and that annoyin Hummer....

That's a kind of bug of the game due to high fps, just google, there's a fps limiter on the web and there's also a solution that involves changing something from nvidia/catalyst center!

No bug, it's just because he has very bad luck/outdoorsmanship.
Its called a random encounter.

This bug was fixed in patch 1.25, which is already applied to this version of the game.

Also, Fallout Tactics Redux Mod by Endocore, among other things, fix random encounter rate.
But this is a mod, not patch, so it adds a number of things.

Outdoorsman doesn't affect your encounter rate. It just affects the frequency with which you can decide whether or not you wish to face an encounter!

This worked for me, i had like 70 encounters per travel.

1. Save the game in a town right beside the green exit grid.
2. Exit Fallout
3. Disable vertical refresh (as stated above in Nvidia/Catalyst Control Panel)
4. Load up Fallout, load your saved game
5. Go to travel, but don't bother traveling to your destination yet (keep worldmap up)
6. Alt-Tab, Enable vertical refresh (always) and Alt-Tab back in game.

...a simple solution to random encounters: set all your squad to "defensive-shoot only when shot at", have them ALL crouch before getting in the vehicle (this ups the percentage to hit, if shot at, hell, have them lay down, if you miss too much...must be done BEFORE you get in the vehicle though...) drive AWAY!!! Just run over anything in front of you, screw loot...you get plenty later...RUN THEM DOWN AND HUAL ASS!!! Get off the random maps as fast as possible, if your vehicle takes a little damage, fix it later (tool kits...) if it gets wasted, well, start over...save early..save often...good tip, have at least two of your guys aiming for the legs...(criticals will slow most critters)...another one aim for eyes, one for head, one for groin...driver won't shoot unless you have Road Warrior (another good one for groin, or legs) Remember...the more you click, the faster you drive, as long as you don't change direction to much...sometimes...sometimes, you can get the vehicle caught in a loop, in which case, set all your guys to agressive (as the situation permits) and mow down everything there...with rad-scorps...I park on them, and go agressive with everyone, works ok on Super Mutants too (and those idiot ghouls who usually have frags and .45's)...kinda hard to get up with a 2 ton Humm-V parked on top of you, just watch smacking into stuff too much...hitting a Brahmin really hurts most vehicles...running two(or more) vehicles is tricky, yet possible (you can group them in formation) if you manage them right(putting a scout behind a Humm-V will have your scout ass-ending the Hummer over and over, out front, and it runs off) patience is key in multiple vehicle management..alot of trial and ERROR will occur, getting jumped by a band of twelve Super Mutants with Brownings and Rocket Launchers is NEVER fun, but, if all they have is axe handles and lead pipes, waste the ones with frags first, and drive around like an idiot, leading the rest on a merry chase to thier dooms as your squad picks them off one-by-one, park on stragglers, and wait for the rest to come up and melee the Hummer, then drive off...brains will beat brawn in most situations in Tactics...

driving the hummer
Had the same trouble but locking the FPS at 60 helped me to get rid of this thing. Old topic but might help.
