Report a translation problem
The answer is "Yes". You can change the portrait of existing recruits, or other characters (or create your own characters if you use the mod tools).
I describe the process in the readme of a custom portrait pack I made recently:

Basically, to change recruit portraits:
1) Copy the new portrait .zar file you want to use to a temporary location and rename it to the filename for the relevant recruit:

2) Open the archive file /core/gui_0.bos using 7zip - free download from http://www.7-zip.org
3) Within the archive, go to /gui/char and extract the original portrait file to a backup location (incase you want to change back later)
4) Now copy the new portait file that you renamed in step 1 and paste it into /gui/char within the archive, replacing the original
5) Confirm that you want to overwrite and then close/exit the archive
You can probably also change the portraits for most other characters in the game:
Look in /core/locale/game/characters.txt and find the character whose portrait you want to change.
Make a note of the code for that character e.g. Farsight is "name_CORE_rec_hf03"
To get the filename of the portrait image, remove "name_" and add ".zar" to the end e.g. Farsight = CORE_rec_hf03.zar
Then just replace that file within the archive as outlined above (remember to backup the originals!)
