There's really no need to download anything.
Just use any old zip program to open and extract the BOS files in the Fallout Tactics/Core folder. Once you figure out where all those BOS files are extracted to, you can edit almost anything.
For example. Correctly extracting tiles_0.bos to \Core\Tiles should allow you to see and place all the tiles (floors, walls, furniture, etc) in the Map Editor.
Extracting the maps (mostly found in the mis-core and mis-main files) will allow you to load up and edit all the maps.
I still cannot see the campaign ones when going to 'Campaign Editor' as of now. I'll try the same method as above. Thank you again very much for the time and effort of replying!
Now I just need to figure out how to save and use these levels, campaigns, and how to utilize and save the custom characters as well. I'm sure it's a similar format to what you already said. Regardless, thank you again.
Campaign missions need to be extracted to \Fallout Tactics\core\campaigns\missions\core
(Be careful not to overwrite any files already in there when you extract)
You open them with the Level Editor.
The Campaign Editor is for editing the world map, random encounters, recruit lists, quarter master lists and such. To start with that you need to extract the Campaign.txt found in the entities_0.bos file.
For saving maps, I used to always do it in this order...
Tools > Update Tiles Used
Tools > Refresh Border/Grids
Tools > New Occulsion Data (press yes to rebuild PVS)
File > Save
