Is the Swift Learner perk really broken?

I actually picked the swift learner perk twice on my main character and once on most of the rest. Ironic that my experience points till now (im level 12) is exactly the same as farsight's which only has one of that.

Where does the bonus xp from swift learner perk actually distributes? To the team or individually? This game is so confusing.....

Even if it isn't broken, taking Swift Learner is a big mistake.

The point of levels is to get perks, not more levels.

If you calculate how much XP you can get in total over a single playthrough and how little XP there is in random encounters compared to Fallout 2 - it is very clear that you should NEVER ever take Swift Learner.
