A sniper with decent strength, perception and intelligence can go a long way. Particularly for the main character because he can be made an all rounder. I'd go with something like:

S = 6
P = 8
E = 4
C = 5
I = 8
A = 7
L = 6

For a total of 44 points. You'll need gifted, so you have another 3 you can allocate.

Some considerations:

Strength: You'll need more if you want to handle big guns, otherwise you'll need a perk, or there are ways you can raise it later. 6 works fine for most weapons, assuming you're not going to be using the heaviest guns.

Perception: this is needed to reliably hit stuff. If you want lower, I would suggest no less than 7.

Endurance: generally you don't want to expose yourself in a way they could one shot you. At endurance 4 you get enough to have access to the lifegiver perk, which would make your character more tankier. The next threshold comes at endurance 6 where you get another damage reduction perk.

Charisma: charisma affects your rank within brotherhood, access to recruits, etc. I kept it at 5 just because I don't havr any major suggestions about this one.

Intelligence: this directly influences the amount of skill points you gain. You want it to be high, specially if you took gifted perk.

Agility: this is not as essential as it was in other fallouts. 7 - 8 is fine if you intend to play on the real time mode.

Luck: it has to be 6. They made it so luck is a second requirement to get a lot of perks you will really want.

A lot of the threaholds for important perks come at 6 for the main stat, and have a requirement for luck 6, so keep that in mind.

Tag skills : small guns, doctor, [whatever you want. I'd suggest : energy weapons, barter, sneak]

This character is an adept sniper that provides other functions for the team too, depending on what you tag. Doctor is important cause there aren't many doctors.

Perks You'll want to take:
Bonus ranged damage (x2)
Bonus rate of fire (x1) (this one is essential)
Sharpshooter
If you go lifegiver, you want to take it as soon as it appears (x2)
Tag! (You'll want to tag energy weapons if you didn't do it at character creation)

Do not take the skilled trait ever. You only get to pick about 7 perks normally and ypu really want them.

Should be a pretty decent all rounder, able to heal, act as main sniper, and provide fire support too. Is not really recommended to invest in big guns with this build, you go small guns > energy weapons.

Make sure that whatever the build is, you meet criteria to take the perks you need for that build. Otherwise is really hard and costly to fix that.

Imo the best use of your starting character is to max stealth and hp/armor so you can use them as a scout/flanker.

Gifted and Fast Shot

8

6
10
5
Tag small guns, sneak and traps
