It does have random and special encounters, of course. Be warned, though. Fallout Tactics is notorious for having a ridiculous high amount of chance to face random encounter, due to the fact the game detects the framerate for encounter frequency. You either have to limit your framerate to 30, or be prepare to have over 100% to Outdoorsman.
Oof, thanks for the heads up on the random encounters! Good to know it's a more linear fallout game. I have to wonder if that is partially why it was one of the games most of the FO community didn't care for aa much back in the day.
Exploration is pretty minimal in this game, it consists of an overhead view icon on a large map. And if you do get a random encounter, it generates a random landscape with various enemies to deal with...you can easily bee-line to the map edge if you wish to immediately disengage from these. So I wouldn't jump into the game thinking it's an exploration-savvy game, because it's not.
The mission maps are the real bread-and-butter of this game. There are very well designed, and incorporate a lot of detail, tactical challenge, and line-of-sight awareness. Incorporating the "fixes" of the two mods to burst fire and enemy AI make them even better. The mission maps are better suited to an intelligent, tactical approach to accomplish each mission, but there are a few times when it certainly pays to simply come out guns blazing (be careful with this as friendly fire is definitely a thing, especially with burst weapons like machine guns and shotguns). And yeah, no time limit for each mission; the game does have a day-night cycle though so keep in mind that firearm accuracy goes down at night (and stealth chance goes up).
And although many like to challenge themselves with a solo run, the game is balanced for squad-tactics. Personally I feel that having all human players in the campaign is how it's supposed to be played, but that is likely impossible to accomplish these days. You'll probably have to rely on npc's for your squad.
you turn in the first mission, you get 2 missions, after doing the second of the two missions the 4th mission unlocks which you do to unlock the next bunker, repeat 4 or 5 bunkers.
progression goes from raiders to beastmen to supermutant to reavers to robots as I recall.
there is world map travel but the real reason its not liked is there isnt any dialog choices. you just walk up to people and they talk at you. and you mostly shoot things.
also voodoo is a drug you get early on, taking 3 of them gives you 12 luck and +60% damage resistance and critical chance, basically 72% critical chance. lasts about 30 minutes.
with it on, a single soldier can easily clear most of the maps. trivializing most of the combat.
