Best use for JHP ammo?
I figure it probably works well on beast lords and mutants, but how does fair for "animal" type creatures like giant cockroaches, radscorpions, and even deathclaws?

JHP Ammo (Jacketed Hollow Point) makes big messy holes in soft targets. In armored targets is Decreased penetration (steel, concrete...). You could use them on cockroaches, radscorpions and deathclaws too, but I highly Reccomended spare this type of Ammo, JHP is very, very rare to find in later parts of game :).

Right, but spare it for what? All the late-game enemies are robots, which are basically immune to JHP ammo. Just save it for the super mutants?

Most supermutants (especially for late time in game) are very well armored. On mutants use M2 :). If you want know my tip, .. what to do with JHP, use it on weak, unarmored enemies. I has everytime game splitted on three phases: Phase one; AK´s and hunting rifles. Phase two; M249 SAW & M2, Phase 3; Plasma rifles and M2 :). Almost all times in the game I usin´ M2 and M249 SAW. 7,62mm ammunition was most important ammo for me (I never used gatlings) :). Sometimes I combined small weapons with grenades and explosives, but in later phase of the game... are small guns absolutely useless, especially against mutants and robots. I figured the missions around Bunker Beta would be best for JHP, seems like that is the case.

For some reason I remembered super muties being all bare-chested in battle...but that's probably just my memory playing tricks on me. :)

Small guns aren't useless. The sniper rifle and jackhammer are both small guns and remain relevant even against robots. Slugs do tremendous damage to them, and the sniper rifle has better accuracy than anything else. Since the enemy will fire even with 0% chance to hit, you can easily outrange anything.
