Could not create primary and back surfaces
Recently bought a steam game pack of fallout games (1,2,fallout tactics). When trying to start Falllout Tactics BOS, I get the following pop up error.

Window Title: Error!
C:\dev\phoenix\display\directx7\dd7_display.cpp(715): **fatal error**; Could not create primary and back surfaces

I click the OK button on that (the only button available), the box goes away and another appears:

Window Title: Microsoft Visual C++ Runtime Library
Runtime Error!

Program D:\SteamLibrary\steamapps\common\Fallout Tactics\BOS_HR.exe

abnormal program terminitation

And that's all I get.

My system is a brand new Dell box, factory shipped. No changes to the OS or anything else.

Intel Core i7-8700 3.20 GHz

Had the same issue game worked fine on last computer got an urge to play it again on my new one and got this message. Running it in the workaround for windows 8 mode got me past this crash at least but it in a smaller window that can be maximized which leaves a letter box border around the display. tweaking display resolution might help with the letterbox.

edit: letterbox goes away after loading game

Guys, i'm not sure if i had instaled with game or downloaded it from internet but try too look for FT HiRes patch. Works like charm.

Put it in your game folder and run. After that you got full screen without letterbox. Hope it helped.

1.) Hit Play button from Steam launcher like normal.
2.) Select Play Windowed (Workaround for Windows 8)
3.) Select Play from menu launcher.
4.) Install this feature if you don't have DirectPlay.
5.) Select Options from the title menu.
6.) Select the Display tab in the top middle.
7.) Select Default in the bottom left.
8.) Select Done.
9.) Select Exit.
10.) Run as normal from Steam launcher.

How do I reset the options to try win 8 build, I keep on getting the crash and applied HRes patch. Running Ultra wide monitor
