I think all players should join the same pool and the ranks be sorted out in some new way. That's the only way to solve the problem of not enough players to start a tournament table.
Secondly, the timer and stake progression need to be much brisker so that the average match is about 20 minutes long instead of an hour.
While the table-side simulation is exceptional, it's nothing when it isn't playable.
Another option is to allow people to play casual games while they're waiting for a tournament to start.
