How do i play the mayor again?

At the end of the tutorial, the mayor(last boss) says that i'll be have to work my way up the ranks to play him again. But after google searches and looking trough the forum here i can't even seem to find anyone who brings the question up. I find it odd that beating the offline bosses is not the way to get to the final boss, but there's no grayed out box in the game or people on forums giving any indications to how i can beat the offline part of the game. Any ideas?

Good question, imo we can't. It was probably planned but as the game is no longer developed. :/
