Mask and Overalls Quest not starting

Is there a trick to getting this quest to trigger after recieving Artemey's letter? I've gone to the theater but Mark won't talk to me about anything :/
Also no I haven't completed the day's main quest, haven't even been in the cathedral yet

Hmm, man, can you give some details? I played it rather long time ago... Is it a quest, where you have to get executor costume? If so, I suppose you have to speak with either Pete Stamatin or Saburov first (or vice versa). They have a conflict with each other, so they will tell you how they can achieve "solution". As a result, you will get a tip for executor's items. So after this you can go either to Mark for more clues, or directly to dead bodies in front of the graveyard.

so it turns out you have to progress the main quest to the point where you have to go question the executors, after you've collected all their reports. Just getting the letter doesn't trigger the quest to start it seem

to help people who may look up what to do and come across this

give the inquisitor the papers THEN you can ask mark for the costume, just getting the papers wont trigger the option to ask mark for the costume
