Report a translation problem
1. The whole circumstances surrounding Simon's death is rather odd, but here's what I know. Simon somehow knew he was going to die, and informed his family to mourn beforehand a day before he died. The body was found twisted and mangled, and the other Kains insist he was murdered. When playing as the Bachelor, you fiond out that Simon met with Isador Burakh, who was thought to be the index case for this current out break of the Sand Plauge. That being said, there is speculation that Simon could have died from the Plauge. Lastly, Simon had incredible longevity, anmd some thought that due to this, he was breaking the laws of nature. As a result, his death and the Sand Plauge was punishment for that.
With regards to Oyun, he was one of Simon's confidants - as is everyone of the Bound/Adherents you meet in game.Oyun is both the current Warden of the Kin, and a menkhu (sort of a shaman/spiritual leader). So, naturally he is looked upon by the Kin to do certain duties. Oyun sacrificed an Aurochs (a rare and holy bull) in hopes the Plauge would end, but it didn't. In Clara's scenario, you find out that Oyun is rather incompetent as a menkhu, and his family lineage have always been apprentices, not masters when it comes to "knowing the lines".
2. Clara is weird as well... If you've played enough of her scenario, you'll notice that she has a "sister" running around. I believe, based on the ending when Clara meets the Powers That Be, that Clara has overridden her original purpose as being a force of the Plauge, and came out as a force of good. The appearence of two Claras suggests (to me, at least), that she is splitting from her purpose, creating an alternate reality. When the Bachelor checks her, he got the "good" Clara, instead of the "bad" one.

I have played through all three scenarios, so your explanation makes a whole lot of sense. Just going to add my opinion to your reply 1N_S1L1C0
1. Assuming Clara is the source of the Sand Plague, she could not have killed Simon because she was born the moment Simon died. But, since the game never tells us the true reason behind Simon's death, this is a dead end.

2. Clara's ending where you talk to the Tragedy Actor on day 12 - Actor, your day 12 sister (at the chapel during the final decision) and the Katerina Mistress all mention there being only one Clara, but they don't provide proof. Then it is safe to assume that Clara's story is just as rocky and loose as Simon's.
Which leads us to another dead end. That is a bummer :'(
12 days while playing Clara you are looking for answer who is she. And in the end you don't find any...still, as anything you say becomes truth and changes reality around you - in the end you can actually just choose the answer you like more. Plague, saint healer or a thief who have just stolen the role of somebody else is up to you.
As I see it:
There are just one Clara when the game started, and the second one was created on day1 (as your lie changed the world). Still sometimes the second one interacts very strange with others (like only some people see her, or she is uneffected by plague and brings it to new districts), so probably she is not flesh and blood.
The Plague started without Clara - it came from below (different characters see different reasons - from breaking laws of nature, to just incompetent warden), but Clara can call herself as avatar of the plague if she wants.
Clara is as much a plaything as any of the other characters. I think it's left reasonably open for you to interpret how the game is being played.
