Report a translation problem
To fix it, follow these steps:
1. Unsubscribe from every workshop mod you have in the game.
2. Subscribe to at least 24 stages. (this must be done first!)
3. Subscribe to whatever else you want now, characters should not have this bug anymore.
It worked for me, I tried multiple ways in figuring out why it suddenly got fixed when I downloaded a bunch of mods and found out that it has to do with the index of the workshop item being around less than 24.
If you unsubscribe from any of the initial 24 stages, it will happen again, so keep them.

I've been trying to get this to work for hours, but it just leads to the same result. The first 20 or so characters still have missing alts. Do the stages have to be ones you haven't subbed to before? Does Steam itself need to be restarted? Is there some indexing file that needs to be deleted to be remade?
