rather a stupid question but what does dev mode does
is it like a debug for devs to test/mess around or something

The author of this thread has indicated that this post answers the original topic.
TL;DR: It's a testing hook to change character parameters. It's intended for testing balance changes, but it used to be used for making Brawl-style rebalancing mods back in the pre-workshop days.
There's not much interest in it nowadays, but you can probably find some old resources on it if you go digging around on GameBanana.

ah so that what it is thx tho i do question can you still make mods with it or is there a better way for doing the said things

It should still work fine, iirc. Can't think of any reason it'd be broken, but I also haven't really checked.

With that being said, it may also be worth looking into advanced character skins through the workshop, which come with some overlapping capabilities. Both routes probably have their pros and cons - for example, character skins will be easier to distribute to your friends, but the documentation available for them is nearly non-existent. Use whichever one seems to make your life easiest.

(Edit ~ Quick correction, since I accidentally left it ambiguous: all of the above advice is for character edits of base cast. If you're looking to make original stuff, standard workshop characters are the way to go.)

so for like tester man and sandqert huh mm thx for answering hope this isnt to much of a hassle for you in researching
To be clear, "base cast" refers to the 18 characters you see by default on the character select screen. If you're using Tester or Sandbert as a base, you'll head into your downloaded characters folder (C:\Program Files (x86)\Steam\steamapps\workshop\content\383980) and copy them over to your local Workshop folder (%localappdata%\RivalsofAether\workshop). (Incidentally, the same goes for the Advanced Skin templates, so maybe this is redundant to point out lol)
