how to download character from workshop?

When you select the game from your library there should be multiple tabs below the banner. One of them is called workshop. Once you open the workshop, you can search for a character that you want and click subscribe or the +, which will automatically download it.

Have you gone to the character select & then the settings menu? There's an option in there that enables workshop characters.
