Or any other format that Youtube allows for that matter.

.roa files are just text so unfortunately they can't be converted directly to video. You'll need to open them as replays and record from there with OBS or whatever software you prefer.

So basically a .roa file tells the story of what happened in each frame? That's interesting.

It's sort of like a TAS. The replay records inputs from both players and then when you go to watch it, it plays the inputs back.

Most fighting game recordings work by just saving the inputs essentially. When you replay a replay it just has the game replay all the inputs exactly the same. That's why you lose compatibility on replays when things update.
