I feel like now, without this option, players have to play with the cards dealt, and sometimes it may lead to interesting options - like Sparta prefering to unite with Pella for their bonus, or Athens considering raiding smaller cities to finish this one pricy building.
Unused specialists are tempting and I like it more :)
By the way, I also save all my envoys untill you get the tech where they are worth +1 diplomacy bonus, since that doubles thair efficiency.
