Had the same bug and this worked for me. OP should flag this as answer.
Thread is almost 10 years old, I doubt OP will flag something lol.
I had the same issue yesterday and this fixed it. For anyone having trouble doing this: just crouch behind the boat (on the engine side) and punch/attack the boat while moving forward. It took me 5 seconds before seeing the "Press F to investigate" prompt.

And yeah, this bug still exists, and requires hitting the boat to make it intractable.

Honestly this is a P.O.S game and I'm done now, uninstalled this garbage.
Boring gameplay similar to the first game where hitting things is pretty much an annoyance, then there are constantly respawning enemies.. THE MOMENT YOU TURN YOUR BACK.
Some ♥♥♥♥ at Techland saw FarCry 2 and though "GEE, how can I make the gameplay worse? I know, constantly ♥♥♥♥♥♥♥ respawning enemies and items every corner. That's what gamers want right? Derp."
At this point, all Dead Island games are trashware.
EDIT: Left a review after uninstalling this and moving on.
