Couple questions.

Specialists amongst rescued civvies, is this as rare as it gets or broken? Haven't seen anything like this crop up yet.

20 Cap ships. Really? I have the Olympus, 3 corvettes and 3 titans and the little heal dude, it won't let me create anything else just says ship limit reached at 15 or something.

Do particular fighters count against that limit? The mining ships? probes?

The store page has been updated. Also, re: the cap ship count I believe the cap has been reduced for performance reasons.
