i see few topics where people discuss linux vesion but i don't even see it. so is there linux version or not?

I don't think it's region restricted. However, Steam may have a quirk not showing games that don't support your local language. Try logging in with your language set to English and if that works file a feature request to steam stating "Allow download of games in non-native language." (I presume you speak English well enough because your post isn't mangled by a translator, and Russian is known not to translate well,)

If you bought the game you should be able to download it with the Linux client. I did without any problems. However the game isn't listed as a Linux game in the store, so that might be what you're referring to? It probably isn't listed because it might still be considered a beta version because of the graphical glitches.

Yeah, but if so, I'm pretty sure it's an open beta, as I don't remember hearing anything about any requirements to join it. And as you might have seen browsing the discussions, there are lots of people here having played it on Linux.

I forgot to mention it, but note that cloud saves and achievements don't yet work on the Linux version. I seem to remember reading somewhere that DF is working on Linux versions of Costume Quest and Stacking at the moment, so that might be the reason for the lack of love for Psychonauts at the moment. Take that information with a grain of salt though as I'm not sure of the source.
