How far in the game is the Vernon's tale?

Don't really want to start over just to get this one.

If you mean for the achievement, I believe it's right after you finish the Brain Tumbler Experiment level (which requires you to also complete Sasha's and Milla's levels). I don't think you can get it after completing the Lake Oblongata level.

its after some of the kids get thir brains removed, than head to the main building the room with the tv and just stand around while he talks (you can also change the chanle to hear diffrent stories)

It's after Dogan's brain is removed. Head to the TV room and talk to all the kids. As you leave, Vernon will start to tell a scary story to impress the girls. Just instead of leaving, stay and listen to the story. :)

I missed it the 1st time. I think it took me around 1h to reach this stage when I replayed to get achievements I missed.
