Achievements not unlocking

I started the game again two days ago. I've since gotten to Fred, and have gotten all previously available figments, items, vaults, cobwebs and emotional baggage. I quit and then restarted the game after a long session and only the PSI cadet ratings seemed to be unlocked (all the way up to Super PSI cadet).
These are the achievements I should have unlocked:
Rolling Rock Star
For Insurance Reasons
Time to Deliver the Milk
You're All So Kind
They Call Me the Hunter
I LOVE PUNCHING
Maybe It's the Hair
I'm Sure She's Over It
Camp Gossip (possibly, can't be sure though)
A Slice of History

Any help as to what might have caused them to not become unlocked on my steam profile would be appreciated!

Steam has been having problems with crashing, so their servers were likely down at the time.

I've since reconnected to steam and nothing's changed. It's strange that the PSI cadet achievements all unlocked at once, where they can only be unlocked after completing a certain amount of the game beyond what it credits me for. Thanks though!
