This worked for me:
Along with R.A.Helllord's solution of changing to 'adaptive multisampling' for anti-aliasing method, you might need to set anti-aliasing mode to 'override application settings' and set a value for anti-aliasing samples to a value other than none (ie 12x).
It's probably best if you add these settings for just for Psychonaughts by using the 'add' button under 'application settings' instead of setting these for system settings so it won't affect others games.
Note this is using AMD catalyst software suite version 15.20...

To the people who still couldn't fix it I don't know what to suggest other than try messing around with all the other options available...
