Do you need cobweb remover on Milkman Conspiracy?

So, first run through, and I'm stuck in the Milkman Conspiracy level. I've gotten into the graveyard, and now need to find a plunger to blend in with the sanitation crew. Most obvious place I can think to look is the bathroom in the post office with the coded lock door. Just one problem: I have yet to collect the 800 arrowheads required to buy the cobweb remover to get in there. Is it somewhere else? or do I need to spend a few hours farming? If so, what's the best way to farm for arrowheads?

yes you need it and the best way is to get the rod witht he rod you can get up to 200 arrows in one spot

And to continue off what SuperDean said, you must buy and use the dowsing rod only on the camp grounds. Keep in mind, each spot usually yields 20 to 100 arrowheads, but you should reach the necessary amount in no time.

I always get that out of the way so i have it way before i even reach that point in the game once i reach Level 10 i buy that rod and start farming.
