Report a translation problem
If ever you're having trouble with a particular enemy, don't forget that you can call Ford Cruller on the bacon and ask him how to do it. He'll give you the same advice about these shell guys if you ask him, I'm pretty sure.
Ah, okay. I misunderstood.
There is just a pin you need to remove from some gears. You don't actually HAVE to jump onto that particular enemy's platform. His little platform is just there so you can use it to jump onto the OTHER snail cannon dude's platform on the other side of the drawbridge area. I usually just cheese it by floating right onto the left platform and pulling the pin without even bothering with the dudge in your screen shot. (Dude in your image can be easily reached once the bridge is down.) Trouble is that I don't recall at the moment exactly where I jump from to reach the other platform with the pin, but it's possible. I think maybe just the roof of one of the houses in front of the moat?

Finally got it by going invisible, then double jumping + levitating over the $%%&ing wall thing attached to the tightrope
