Steam > Library > Psychonauts > Right Click > Proprieties > Local Files > Check Integrity of Files
If that doesn't work, could you share the average amount of FPS you have playing?
I have no idea how it works there.
The most reliable fix is to run the game in Windows 95 compatability mode. You can do this by finding your Psychonauts exe, right clicking on it, clicking on the Compatabiltiy tab, checking “Run this program in compatability mode” and then chosing Windows 95 from the drop down box.
My "check integrity of files" kept coming back with "1 file failed to validate and will reacquired", (none of the fixes would change this) but running it in windows 95 compatibility mode got it back up and running.
