Psychonauts black screen on launch

So I bought Psychonauts in the Steam summer sale this year, but due to obligations, I haven't got round to playing it until now.

However, when I launch the game, it just hangs on a black screen. No sound, no nothing.
Also my PC just locks up completely - won't even respond to the classic CTRL+ALT+DEL leaving me with no choice but to reach for the reset button.

Does anyone have any idea as to how I could fix it?

To 'unlock' your computer, try shift-tab to go to the Steam interface, and then Alt-tab from there to other running programs. But I have no idea why the game doesn't run.

It works if you open task manager so it becomes a frozen screen of the brain, close psychonauts, and then reopen it.

I had the same exact problem word for word but I did that and it worked.

Go to <path-to-game>.
Open DisplaySettings.ini (or create if it does not already exist).
Add or modify the following text to the desired resolution:
[DisplaySettings]
ScreenWidth=1920
ScreenHeight=1080
