I can't figure out how to access the second part of the item inventory- which I need to access in order to get the stop sign. Z doesn't work, [ ] don't work, I'm unable to progress at this point.

Can't you just rebind the key in the game?

There is no bind on the menu so I can't rebind it. Second, now I've lost the rifle.

Oh...tried out just pressing random buttons?
I don't have a QWERTY keyboard so I have to do that in some games from time to time as well.

If you don't have the key on your keyboard as Leonard kind of mentioned you can set your keyboard layout to English and try different keys

Press the inventory button, and then while in that screen, press the psi power menu button.

You have to consider that the Psi Menu is to the right of your inventory, and that your Psi Menu button makes you navigate to the right in the menu, while your inventory button makes you navigate left.
I think it's the only level with that much objects though. ;)
