Why do I do less damage with ultimate weapon equiped?

Wheenver I equip my blood sword or ultima weapon on my characters.. they don't do noticably more damage?
When I click optimize it never chooses those weapons.

I equip celes with my blood sword. And she does 150 damage with attacks? while sabin is doing 1700 with burning fist... wtf?

I tested it out. With blood sword I hit for 150 damage. With ultima sword i was hitting for 300-500
but with the weaker Firebrand I am hitting for 900 damage?

I'm pretty sure that Ultima weapon's attack is based on the character's health so it most likely won't be good until you're high level

The damage that the Blood Sword does is:

Max HP - Current HP

So it does more damage when you're on low health.

The Ultimate Weapon works the other way around. It does more damage on higher levels, and the damage is based on the ratio between your current HP and the max HP. If you're at full HP, you do the most damage, but the damage will be low on critical health.

Valiant Knife is another special weapon. It deals more damage the lower the wielder's HP is.
