Most of the Espers only give +1 to their stat. So if the character you want to boost has 45 str and you want to max it that's a lot of levels. Later you will get some +2 espers.
Speed is debatable.
Example - I never use magic on Locke. So when I get the first round of Espers I toss the +1 str esper on him and keep it on him until I get either the +2 str or +1 speed. I get his speed to about 80 then I max out his STR. You only have so many level ups per character so planning is key if you're worried about stat growth.
You can also not worry about it at all and still beat the game :).
Other characters your not using will also level up as you use your main 4 characters, or at least it did on the SNES/PS1/GBA versions so I recommend you try and keep Espers on ALL your characters whenever possible if this happens in this version, also on the SNES/PS1/GBA versions you had to wait to level up before an Esper gave you the +stat it offers. (so say you equip an esper and your half way through say lvl 49.. you hit 50 and you wont get the stat you had to wait for a COMPLETE level to gain the extra stat, this might also be the same for this version, havent really looked at that.)
One thing is for sure though, level 99 will help you greatly in the two extra dungeons that are available post game.. Dragon's Den and Soul Shrine.
Umm - Some of this is wrong.
You will not get any stat to 999 no mater how hard you try. (with out cheating) you could get one stat to 99 MAAYYBBEE 2 if you plan a lot and add in items.
(speaking of items) There are also MANY items/equipment in the game that raise stats. Most of the best gear in the game raise multiple stats. You start getting equipment that boost stats pretty early in the game too.
Level 99 will help you but not greatly. The only thing it really does is add more level ups for stats, but don't feel like you have to grind to 99 to be able to beat anything.
If you are going to grind it out though the EXP egg you get later in the game makes this a lot faster.
They are right in saying you should keep espers on your party at all times. There is no reason not to once you get them even for your none mages.

The only thing that was wrong was I said 999 stats were hacking using cheat codes.. BUT naturally for SNES/PS1/GBA versions of FF6 ANY stats would cap at 255 not 999, that was a typo on my behalf.. in my defense I did reply early hours of the morning.. 4:15am.
Here's the thing, people over at gamehacking.n3t have physically proven for the SNES/PS1/GBA versions that though the stats only show 255 you can actually go over with the stats thus raising more def/atk/str etc. its just not shown on the stats menu due to code space limitations only being able to show 255 but again, that's ONLY possible with cheating cos even if you level 99 your characters and use Espers for the additional points.. your still not going to get 99 or 255 max stats normally, other than the minor stat where its entirely possible normally to get over 99 through the use of just gear, accessories, and using the right mix of gear.. and having high end levels and using Espers for the extra gained stats.
Now, for this STEAM version.. i'm gathering it would be the same.. as its a port of the GBA version but with crapier graphics. I know that the devs of this version had altered and fixed issues that plagued the previous versions stats but what they changed is any ones guess other than the known fix with Evade. You don't need stats over 99 any hows just for max damage cos even at say 80 you'll still hit 9999 damage on most magic skills and that's what you'll be mostly using end game any hows.
As for me mentioning level 99, it was purely in the case of the two post-end dungeons, level 99 made it a hell of a lot easier, I struggled at level 80 and those 19 extra levels made all the difference. Here's a comparison.. I defeated Kefka end game with most of my characters at lvl 60 odd.. so 99 is definitely not needed to finish the game but for completionist purposes.. lvl 99 on every character and completing the 2 extra dungeons.. its recommended but not necessary.. hell you dont even have to do the 2 extra dungeons if you dont want to, it makes no difference to the end game's ending cut scenes.
The only thing that changes in the end sequences is who you have found in the world of ruin to finish the game and if you saved shadow or not, if you didn't get all characters in the world of ruin again you wont get the extra scenes pertaining to those characters you have missed.. so if you didnt save shadow on the floating continent you wont get his scenes at the end, same with mog, umaro, gogo, and any other character missing.
EITHER WAY! play how you want to play, as its already been said you dont need lvl 99 to complete the game.. (And as for the OP original question, as I think we have all gone off topic here) 9999 HP and any other max stat i'm pretty sure is near impossible to hit without using the extra stats from Espers, but hitting damage of 9999 for sure is possible even without using Esper stat boosts. For example, Terra at level 60 odd (probably lower) can do 9999 magic damage in her Esper form.. as that form doubles her magic damage capabilities.
Proof btw that stats CAN go over 99 without cheating.. but using Espers, check out Speed stat.So as far as people saying stats get capped at 99 they clearly don't but its impossible to get all over 99 sue to the characters level restrictions using Espers.

EDIT: Further net research has also provided me with the answer that the stats for this version cap at 255 also normally (but you will never get that high stats on MOST stats), but cheating using codes they can go to 999.
All that and you don't really prove a point. Yes you can get over 99 with stat boosting items (which you said there were none of in your first post) Also I never said anything about capped anything. I said you COULD get a stat to 99 possibly two things.
All of the content in the last tower can be beat at 40 if not earlier.
Gear is more important than level.
You are the only one going off topic lol
"All that content and you dont really prove a point" are you blind? look at the picture.. stats going over 99 and you said in an early post "you could get one stat to 99 maaayyybeeee 2 if you plan a lot..." I see at least 5 stats in that pic that are over 99.. LMAO! (now i'm just taking the pis and having a laugh with you.. but still, more than 2 stats over 99.. LOL!)
IF that is the point of equipment why did you say there were no stat boosting gear in the game? Yes with level 99 AND end game items he has over 99 in to stats. Again you said that gear doesn't provide stat gain. Sorry you said something in a post that wasn't true and got called out for it.....
"As far as i am aware there are NO stat raising items either in this game."
hardly saying stat giving equipment, it says no stat raising items.
Going off the logic of what MOST rpg players verbally use these days and days long gone... if i was talking about gear I would have said Equipment. Items are items (potions, ethers, phoenix downs).. Equipment cover things like helms, armor, gloves, shoes etc.. when you said gear i actually think you meant to say Equipment but that's okay, people tend to use different wording the world around, let's just put all this down to misinterpretation on meanings of words on both our parts.. lol., cos to be fair.. i thought you were talking about items not equipment at first, and you though i was talking about equipment and not items.
Nevermind, its just a game, im pretty sure with us chatting crap at each other it makes no difference now, i'm sure the OP gets the point by now. LMAO!
