The leap command is only available in the Veldt.
You use the Leap command on a monster formation, and Gau will learn not only those monsters, but the monsters you fight until Gau returns as well.
Once Gau returns, those monsters will be listed in Rage/Frenzy list, and you can command Gau to use these stances in further battles. Some have benefit, some have detriment.
But yes, you only gain Frenzy "stances" by making Gau use Leap in the Veldt, where it is only available.
Monster formations you successfully defeat are added to the Veldt, if they aren't there already.
The only dragon that gets added to the Veldt is the Holy Dragon. But it's only for the stance (constant Holy casts), and is not another source of Holy Lance.
